Armstrong takes over as CBP's new CIO

The Customs and Border Protection’ agency's new chief information officer officially took over this week.
Charles Armstrong will serve as the CIO at CBP, which serves as the steward of OneNet, the Homeland Security Department’s project to integrate its component agencies' information into one DHS-wide enterprise network. He officially started work June 9.
Armstrong had been deputy CIO at DHS and served as acting CIO until President Bush appointed Richard Mangogna as DHS' CIO in April.
The position also carries the title of assistant commissioner for the Office of Information and Technology (OIT) at CBP. Kenneth Ritchhart, who had been serving as CBP’s acting CIO, became deputy assistant commissioner of OIT.
Armstrong is a career officer who has served in a variety of government senior IT leadership positions, including acting assistant commissioner of OIT.
